RULES AND REGULATIONS

1. ELIGIBILITY: PIPEX is an open, national level, World Series of Philately show, subject to the rules and regulations of the prospectus. The exhibit must be the bona fide property of the exhibitor.

2. ENTRY: All entries must be submitted using the official PIPEX 2008 Entry Form and accompanied by the correct fees. Competitive exhibits must be entered as to section. PIPEX reserves the right to reclassify or reject an exhibit. Exhibitors 18 years old or younger may entrer exhibits in the Youth section. Acknowledgement of entry does not signify acceptance for exhibition. Signing of the Entry Form denotes acceptance of all rules and regulations. Send entry form together with entry fees to the Exhibit Chairman.

Exhibits may be entered in non-competitive status, with prior approval of the Exhibit Chairman.

3. ENTRY REFERENCE MATERIAL: Seven copies of the title page and synopsis for each exhibit MUST be submitted to the Exhibit Chairmain either with the Entry Form or NO LATER THAN 2 May 2008.

4. FRAMES: Each frame holds 16 pages (8 1/2 " x 11" or A4) in four rows of four pages or 12 pages (11" x 12") in three rows of four pages. Oversize pages will be accepted upon prior approval of the Exhibit Chairman. Multiple-frame exhibits from three to ten frames will be accepted. Single frame exhibits are a separate category. Youth may exhibit from one to five frames.

Exhibit pages must be numbered consecutively on the back, have the name of the exhibitor on the back, and be enclosed in transparent sheet protectors.

5. FEES: Multi-frame exhibits, $10.00 per frame. Single frame exhibits, $25.00. Youth Exhibits, $3 per frame. Fees will be forfeited upon failure to exhibit. All fees are to be paid in U.S. Dollars.

6. CLOSING DATE: ENTRIES WILL BE ACCEPTED UNTIL 2 MAY 2008 OR UNTIL FRAMES ARE FILLED. Exhibitors will be notified of acceptance or declination as soon as possible.

7. DELIVERY: Personally delivered exhibits will be accepted in the Seattle Center Olympic Room on Thursday, 29 May between 5:00 PM and 8:00 PM. Exhibits mailed to PIPEX must be pre-paid and must reach the Exhibit Chairman by Friday, 23 May 2008. Exhibit packages mailed in will not be opened until they are ready to be mounted. Mail-in exhibits must have all charges prepaid, including return postage and insurance.

8. RETURN: Exhibits may be dismounted and picked up no earlier than 4:30 PM on Sunday, 1 June and then only when all visitors have been cleared from the room. ALL OTHER EXHIBITS WILL BE RETURNED BY UNITED STATES POSTAL SERVICE EXPRESS MAIL UNLESS OTHER PRIOR ARRANGEMENTS HAVE BEEN MADE WITH THE EXHIBITS CHAIRMAN.

9. JUDGING: A panel of APS/RPSC accredited judges will be provided. The decisions of the judges will be final. An unlimited number of PIPEX gold, vermeil, silver, silver bronze, and bronze awards will be awarded. Many special awards will also be available. The Grand Award winner will be eligible to participate in the Champion of Champions competition at APS Stampshow in August 2008.

10. INSURANCE and LIABILITY: Exhibitors must provide their own insurance. PIPEX will take all reasonable precautions in the handling and security of the exhibits while they are in the possession of the exhibition committee. The exhibitor agress that no responsibility of any kind shall attach to the Northwest Federation of Stamp Clubs nor any officer or member of the same, nor to the PIPEX committee of any of its member or employees, for any loss or damage to any exhibit material submitted in competition or non-competition, from any cause whatsoever.

11. QUESTIONS: All questions that may arise concerning the exhibition which are not covered by these rules and regulations shall be decided by the PIPEX General Chairman at his sole and absolute discretion.
